On this page, we will outline the steps in the Starting Care process for you to make this journey as simple and stress free as possible.

Step 1: Consult with your GP or public health nurse
Start by having a conversation with your GP or Public Health Nurse. They can help you decide whether home support is suitable for your situation and guide you through the process of applying for services, if needed.
You also have the option to arrange private home support, without a referral, if that better suits your needs.
Step 2: Selecting a Home Support Provider and Initial Consultation
If you are receiving state-funded home support, a provider will be selected from an authorised HSE list. You can either allow a provider to be randomly assigned or request a specific provider of your choice.
For HSE-funded care, your Public Health Nurse will create a plan based on a needs assessment. Your chosen provider will then deliver support in line with that plan.
If you are arranging private care, the provider will carry out a full consultation to develop a personalised support plan based on your preferences, daily routine, and care needs.
This initial consultation—whether for private or public care—helps ensure the right supports are in place from the very beginning.
Step 3: Meeting your carer
When a suitable carer has been identified, a first meeting will be arranged. This is usually supported by a member of the client services team to ensure that everything goes smoothly and to answer any questions you may have.
From there, support can begin based on the agreed plan, with regular check-ins to ensure everything continues to meet your needs.
